Is it possible to transfer my Locus Map Pro licence to another account?
No, it's not.
Google Play Store, unfortunately, does not enable to transfer your Google Play purchases from one Google account to another. If it is inevitable to use a different Google account in your mobile device, the only way how to install Locus Map Pro is to purchase it again with the other account.
